Question to the Department of Health and Social Care:

To ask the Secretary of State for Health and Social Care, what steps his Department plans to take to support NHS staff affected by covid-19 following the withdrawal of additional sick pay benefits for that purpose.

The Department introduced temporary, non-contractual COVID-19 sickness guidance at the start of the pandemic to ensure National Health Service staff received full pay should they be advised to self-isolate or become ill with COVID-19. As we learn to live with COVID-19, this guidance has been withdrawn, and staff have been moved back to normal terms and conditions. As part of this, NHS staff have generous sick pay which can be up to six months of full pay and six months of half pay (depending on length of service).

To ask the Secretary of State for Health and Social Care, what assessment his Department has made of the impact of ending the covid-19 (a) special leave and (b) sick pay provisions for NHS staff on 1 September 2022.

The Department introduced temporary non-contractual COVID-19 sickness guidance at the start of the pandemic, to ensure National Health Service staff received full pay should they be advised to self-isolate or become ill with COVID-19. As we learn to live with COVID-19, we have withdrawn this guidance. Staff who were on COVID-19 sickness pay have moved back to the normal terms and conditions (T&Cs) sickness arrangements. The NHS T&Cs pay up to six months full pay and six months half pay depending on length of service.

We have completed an equalities assessment which concluded that the withdrawal of the guidance is considered to be a proportionate means of achieving a legitimate aim to equalise treatment of all staff with longer-term sickness absence.

To ask His Majesty's Government how many NHS staff to date have died as a result of contracting COVID-19.

The Office for National Statistics’ data shows that from 9 March 2020 to 31 March 2022, there were 796 registered deaths involving COVID-19 among healthcare workers in England aged 20 to 64 years old, using their last known occupation.  The definition of healthcare workers includes those employed in the National Health Service and healthcare sector workers.

To ask Her Majesty's Government what assessment they have made of the forecast cost pressures on the NHS due to COVID-19 (1) in July, and (2) for the rest of the 2022–23 financial year.

Answered by Lord Kamall

No assessment has been made in the format requested. However, the Spending Review 2021 provided £6.096 billion for the National Health Service to fund the recovery from COVID-19 in 2022/23. The funding was provided to address the impact of the pandemic on NHS services, funding for costs directly incurred by COVID-19 costs and new pressures relating to anticipated service demand.

Question

To ask the Scottish Government how many NHS and social care staff have died during the COVID-19 pandemic in Scotland in the period from 1 March 2020 to 31 March 2022; how many of these deaths involved COVID-19; how many of these people’s families have made a claim for the £60,000 death in service payment, and how many have received the payment to date.

National Records of Scotland publishes data on the number of people who have died in Scotland. Data for the period March 2020 to March 2022 on population deaths by occupation group, including data on deaths with Covid-19 mentioned on death certificates, is available here (table M7): https://www.nrscotland.gov.uk/files/statistics/covid19/covid-deaths-22-monthly-data-week-14.xlsx
